Please describe the problem:
If you drag and drop, say an image or a hyperlink from Epiphany/Fx onto the
desktop or into a folder, the "Download location?" dialogue box pops up on the
window list with the name "untitled window" and remains in the background,
usually behind the web browser.

Steps to reproduce:
1. Drag an image from Epiphany onto the desktop

Actual results:
"untitled window" Dialogue box pops up behind Epiphany.

Expected results:
"Download location?" (possibly modal) dialogue box pops up in the foreground.

Does this happen every time?
Yes
