Version details: 9.0

1) Open rhythmbox
2) Hide the Sidebar
3) Select the menu "File -> Playlist -> New Playlist ..."

Result :
A empty library widget is displayed.

Expected:
2 different choices :
- make the sidebar appears when a new playlist is created
- disable playlist createion when sidebar is hidden
