Whenever an empty new page/tab is opened, the address bar should get the
keyboard focus. On an empty page, there are just 2 possible ways to proceed:
a) the keyboard-way: type in/paste url, or
b) the mouse-way: select menu-entry/bookmark/etc 
So, 'the keyboard-way' should be immediately accessible, and not depend on a
mouse click or on ctrl+l ...

Score another one for Epiphany's most reported bug! Good news is, this has been
fixed in Epiphany 1.7.4.
