I use percent-based scaling probably 90% of the time when scaling a layer, but 
it always defaults to pixels.  It would be nice if this dialog would save the 
last value that you used and defaulted to that when you popped it up again. 
 
A preference for preferred scaling units would also work, although this is less 
automatic and so therefore not quite as good, I think.

Sound like a reasonable suggestion. Setting on the 2.4 milestone. Perhaps
someone wants to look into this.

Actually, the dialog doesn't always default to pixels. It defaults to the unit
that is being used in the image display that you opened the dialog from. That
makes some sense and I wonder how this request would best be implemented w/o
causing too much confusion. Should the setting be remembered per image or globally?

sorry to reopen, but i get like Adam, always pixels instead of percent, even after changing the units to another measure.
I use the last public release, 2.8.14
