Please describe the problem:
When pressing the keyboard shortcut for "Next Tab" while the last tab in the row
is active, "5~" is written to the terminal and no other action is taken. The
same applies for using "Previous Tab" with the first tab in the row, except that
"~5" is written to the terminal.

Steps to reproduce:
1. Run gnome-terminal with the default keyboard shortcuts
2. Open a new tab
3. Select the right-most tab
4. Press Ctrl+Page_Down
5. Select the left-most tab
6. Press Ctrl+Page_Up


Actual results:
At step 4, "5~" is written to the terminal. At step 6, "~5" is written to the
terminal.

Expected results:
I would expect the application to activate the first tab (in the case of step 4)
and the last tab (in the case of step 6) or to catch the keypress and not send
it to the terminal

Does this happen every time?
