Please describe the problem:
This is a problem that was reported repeatedly in the gaim project (under
Windows). They claim that it is actually a bug in the gtk+ toolset. 

See bugs 648211, 885601, 996976, 945700, etc. in gaim's sourceforge bug tracking
system. Bug 945700 identifies this as a bug in gtk+.

Steps to reproduce:
1. To duplicate this problem, install the latest gtk & gaim under Windows.
2. Add items to your buddy list. Connect to AIM.
3. Double-click on one of your buddies, but do NOT move the mouse cursor until
the mouseover info comes up again. It will appear as if the buddy info comes
'through' the new IM window. This ONLY happens if the IM window covers the
relevant part of the buddy list (e.g. your buddy) when it appears.
4. Switch to another application. The mouseover information will stay on top.


Actual results:
You will see the buddy's mouseover information on top of all other windows. You
cannot get rid of this unless you pull up the buddy list and mouseover it.

Expected results:
If the buddy list does not have focus, then the mouseover should go away.

Does this happen every time?
Yes.

Please don't report bugs seen in WinGaim directly to the gtk+ bug tracker.
