Background Image is truncated if the text is not covering the full image

Steps to reproduce: 1.Open Compose a message window and check the Format->HTML option 2.Open Page Properties dialog(Format->Page)and select a Background Image source say /opt/gnome/share/pixmaps/apple-green.png 3.Close the Page Properties dialog and type some text (just one line) and send the mail. 4.Now login using receiver's account to whom you sent the mail in step-3 and observe that the background image is truncated.
isn't this a duplicate of bug 210897?
The mail view gets truncated for small mails and so the background image also shows truncated. Attaching the screenshots. Please see if you see the same behaviour. If yes, then, this may not be a bug.

IMHO this is correct behavior with respect to HTML. Background images are rendered in the background only, not defining any minimum width or height of the tag they are applied to. Closing this bug report. Please feel free to reopen this bug if you can provide any additional information that might proove me wrong or indicates, this is popular demand.
