GOption support for gnome_program_init is now in libgnome HEAD. But since I
don't want to require unstable lib versions yet, we'll get to this in late 1.9
or early 1.11; targetting for 2.0.

This has been fixed since 2.14 or 2.12 maybe, I remember this: http://live.gnome.org/GnomeGoals/PoptGOption.
I double-checked in epiphany 2.14 source if there's any reference to popt and if there's GOption stuff being used resulting in no reference to popt and GOption being used in ephy-main.c
