Please describe the problem:
After logout when I login now I get a box saying: " I've detected a
panel already running and will now exit" - the result being no menu bar,
no bottom bar and no shortcuts (ALT+F1, Alt+F2..) working.

Steps to reproduce:
1. After Logout
