Please describe the problem:
Icon view layout is broken in "Text beside icons" mode when all entry have short
name

Steps to reproduce:
1. Open "File Management Preferences"
2. Set "Views" -> "Icon View Defaults" -> "Text beside icons"
3. Set first combo box of "Display" -> "Icon Captions" to "None"
4. Make test directory and touch may files with short name.
5. See this directory with nautilus

Actual results:
always

Expected results:
correct layout

There is file named "a", it is not visible cause of this bug.
