When dragging a URL to the desktop (from firefox, mozilla or other programs), an
unnamed window asks whether I want to make a link or download the file, but this
window does not get the focus. This dialog should pop up on top of the other
applications, forcing me to input something.

This happens even if I deactivate "focus window when moving over".
