Please describe the problem:
There seems to be no distinction between a Category and a Tag. Maybe I don't
understand what the difference is.  But either way I create a Category and a Tag
and when I right click, both time it will list Edit or Delete tag.  What appears
to be the difference?

You're right, that is confusing.  A category is just a tag that can have
children.  Related discussion at bug 306961.

I'm closing this because it is actually a dupe of bug #306961.

This should really be solved easily by not allowing user's to make Tags (eg ones
that can't have children) and call Categories Tags and be done with this
confusion.  If we really only need the "Tag" class for the Hidden tag, then this
should be very doable.  Larry, would you be happy with that solution at least
for now?
