Use nl_langinfo() to determine start of week

Distribution/Version: Fedora Core Rawhide The calender widget does not respect LC_TIME setting when it comes to determining the start of the week. Instead a translated text string is used to determine which day is first (causing glibc's locale to be ignored and impossible to have LC_TIME set to a seperate value). The problem is that the field for this is a GNU extension so it isn't portable. But until GTK can handle LC_TIME directly this GNU extension should be used on the platforms where it's available.
