Stretch icon is useful for some desktop items.

However do I really need to drag each item to a pixel perfect size
in order to have several items the same size?

I'd suggest that a few presets (small, bigger, huge) would be much more useful.
Also it would be nice to work with multiple selections.

How would you see the UI working?  I was envisioning replacing the "Stretch Icon" menu with a drop down menu called "Icon Size(s)" with items for 
Small, Medium, Large and Stretch.  I get most users would select one of the presets.

Starting with version 3.28, nautilus will not handle the "files on desktop background" feature. For better alternatives, read this blog post https://csorianognome.wordpress.com/2017/12/21/nautilus-desktop-plans/
