The NAME dialog does not allow one to create a workbook-level name
when an identical sheet-local name exists.

Workaround: switch to other sheet and define from there.

If there is both a sheet-local and workbook level definition, which definition
is used? This seems like a potentially confusing situation.

Andreas: local overrides global.  (The other way wouldn't make much sense:
you might as well delete the local one.)

This is fixed in cvs head (as part of the fix for #345896)
