Add support for XML Catalogs 1.1 (systemSuffix and uriSuffix)

XML Catalogs 1.1 was released on 16 March 2005 and adds to new entries systemSuffix and uriSuffix. http://www.oasis-open.org/committees/download.php/12075/xml-catalogs.html#s.changes It would be great if libxml2 added support for systemSuffix and uriSuffix
Here is the updated URL of the spec: http://www.oasis-open.org/committees/download.php/14809/xml-catalogs.html The *Suffix elements are extremely useful when you want to match specific files based on their filename and ignoring the path. This lets you have e.g. a single schema file or a single included file that is/are referenced by XML files in a hierarchy of directories of unpredictable depth (when it's hard to address the schema file by means of a relative path). Xerces handles *Suffix, but it would be wonderful for xmllint to support XML Catalogs 1.1 in full.
GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org. As part of that, we are mass-closing older open tickets in bugzilla.gnome.org which have not seen updates for a longer time (resources are unfortunately quite limited so not every ticket can get handled).
