Please describe the problem:
When clicking a link in an html email that points to a relative fragment within
the email (e.g. the href="#fragment"), the link is not followed.

Steps to reproduce:
1. Open html email containing relative links to fragments
2. Click on link to fragment
3. 


Actual results:
The link is not followed

Expected results:
The page view should jump to the location of the fragment's anchor

Does this happen every time?
Pretty much... I actually don't get many emails like this... just a couple of
newsletters from the ACM.

All the headline links are links to fragments within the email. There are a
couple others in there, too.

This is an Evolution bug, not gtkhtml2. Reassigning.
