GtkComboBox::add-tearoffs should be a style property

It would be useful to me as a themer to control this at the toolkit level from the gtkrc, and then encourage application designers to not play with its value.

The utility of whether a combobox can be torn off seems to be very specific to the application ... and is in fact part of the application's user interface. A spreadsheet might want its color selection dropdown to be able to be torn off, and disabling that would "break" the interface. On the other hand, making most comboboxes in most apps able to be torn off would be nonsensical and weird.
