1) Scale down an image to 640x480 then save as jpeg file
2) open the new file and get error plug-in jpeg.exe failed

I can't reproduce this. Did you check if any of the similiar reports, e.g. the
one about EXIF, might apply?

It does not depent from the image size. I cannot open a JPEG with an Size of
1600x1200. The Plugin always crashes.

Seems to be similiar to bug 303229. Will we get more information from the
reporter, or should this bug be closed as a duplicate?
