Please describe the problem:
After pasting a layer over a new layer, it's impossible to change layers in the
layer stack box thingie. The eye (visibility) button and the chain button works,
but you can't select a different layer.

Steps to reproduce:
1. Make a new 256x256 image. Draw anything on it.
2. Make another new 256x256 image. Draw something other on it.
3. Use ctrl+c to copy the first image.
4. Use Layer->New layer... to create a new layer on the second image (default opts).
5. Use ctrl+v to paste your selection on top of the new layer
6. Go to the layer dialog, try to select "new layer" or background

Actual results:
It's impossible to select a different layer. Drawing seems to affect both "new
layer" and "floating selection (pasted layer)". (The preview of "New layer" in
the layer box is updated with what you draw, even when the pasted layer is the
one that's selected.)

Expected results:
The layer box should behave as normal.

Does this happen every time?
Yes.

Other information:
I hope this is a bug and not intentional. (: That would be.. weird.. UI design.
Using latest gimp-2.2 in debian-sid.

This is not a bug. By copy&paste you created a floating selection, which needs
to be converted to a regular layer first unless you can work with the layer
stack "as usual" again.

We are aware of the usability problem there, however, we don't have an idea how
to avoid it. A discussion of this is in bug #113477.

(you can Drag/n/Drop the layer from the source image to the target image, this
is quicker and avoids the problem)
