This breaks translation of messages in .c files that include this file since it
results in config.h being included several times and is effectively no longer
the first include in the .c file.

"Leave messages on server" from camel-pop3-provider.c is also not translated in
the UI.

Including config.h in a header breaks stuff sometimes or has in the past at least.
