When I attempt to open a file either from the File menu in Gimp or through
Windows Explorer - I get an windows error message - jpeg.exe has encountered a
problem and needs to close - and I also get a GIMP message box that says "Plug
In crashed: "jpeg.exe" - then the file name/location - and a message to shut
down GIMP and try again.  I still get the same error after shuting down GIMP and
after restarting the computer.
