bugzilla.gnome.org seems to use UTF-8 as their character set so I can see local
encodings in l10n product.  But in the mails, there's no encoding specified.

Please add the following two lines to the mail header to specify UTF-8:

Content-Type: text/plain; charset=UTF-8
Content-Transfer-Encoding: 8bit

Actually we do not specify any charset. But checking now, seems the server has
been configured to set UTF-8. Hrm.. but a lot of old comments are still in other
charsets.

Oh well.. maybe even for the best. New comments will thus be in UTF-8 (and
therefore emails too), so I think setting those headers is ok.

Please check if this email looks ok.
