(This looks like the same problem that bug 254503 was trying to fix, however
that bug was closed before 2.2.0, and the problem still exists in 2.2.0)


Using various themes, (clearlooks is the worst), the New toolbar button is
drawn in a totally different style from all the other toolbar buttons.

I'll attach a screenshot to show the problem with the clearlooks theme, but
I can see drawing differences in Amaranth, glider, Lush amongst others.
