url scanner needs to recognise mailto links

When there's an hyperlink in a message, it is truncated before its end if there's a '?' character. For example, with the following link: mailto:sympa@ml.univ-poitiers.fr?subject=DISTRIBUTE%20umr6503.etu%206bf1c3a80c55dca77793e013a60f5c7c only mailto:sympa@ml.univ-poitiers.fr is marked as hyperlink.
that's because it is matching against the email address rather than "mailto:" uri's.
Just as bugzilla did in this report...

Works fine for me in 3.32 in a received email. Closing as FIXED.
Indeed, works here too on 2.32.3 (from/patched by Ubuntu).
