In various places where you are able to select a time with the pulldown
widget, the widget always has 12am at the top and requires you to scroll
down to your desire time.

It should be positioned so that your specified start of workday time is at
the top and you scroll down from that.  This is a big issue for our
secretaries, they schedule meetings all day for other people.  If you start
at 8am, that's 16 entries that you have to skip each time to get to your
work day start.
