When I am sending and receiving mail, I can't switch folders or messages to
read messages that I have already downloaded.

assessment: not a bug.

on imap you have a single connection to the server through which
everything is processed in an orderly manner.  if you are performing
an operation which takes a long time, then the other operations must wait.
