The junk UI is taking precious space and I already have my own server-side
filtering..  Would it be possible to have a general "Enable Junk Filtering"
pref that would just remove all of the useless UI when disabled.. stuff
like the un-deletable folders and the buttons on the toolbar..

in order to destroy the UI component (as discussed with jpr, dobey, and nags),
changing component to mailer (and reassigning from jpr to kharish)... :-/

futuring this because of the dependency also not targetted.

2.4: spamassassin is a plugin now, but the UI parts are still there (toolbar and
preferences). hmm.
