Description of Problem:


Steps to reproduce the problem:
1.  Load Evolution
2. 
3. 

Actual Results:

New Button (for New Message, Task, et al) appears flat.  It does not show
the theme background like the rest of the shortcut bar.

If you hover mouse over button, the themed highlighted button image
appears.  Remove it and it goes flat again.

Expected Results:

Should appear the same as the rest of the Shortcut Bar

How often does this happen? 

Always.
