Description:
Description of Problem:
Evolution handles rfv822/inline, cannot create them.  Ability to
"attach" emails

Steps to reproduce the problem:
1. Create new message or reply
2. Attempt to attach email in a folder


Actual Results:
Nothing useful.  Attachment dialog only works with files in file system.
 Attempts to drag and drop mail into mail creation dialog result in no
action.  No option to attach email in "Insert" menu.

Expected Results:
Attachment added to email.  Multiple e-mails attached.  Mixed files and
emails attached.

How often does this happen?
All the time

Additional Information:
Capability required for technical support operation at a Web hosting
company, in order to propagate support e-mail that has not been
handled.
