This is wrong, they are user-editable/entered strings.  They should
never be translated.

If this is to translate the 'system' rules, then the system rules file
(s) should be the one(s) translated, but there's no framework for this
currently.

probaably need a two-pronged approach, mark the strings in the xml using _'s,
and then in the code only gettext on the system file strings, with a bit of
makefile stuff to make it happen (e.g. see the error.xml files).
