Please fill in this template when reporting a bug, unless you know what you
are doing.
Description of Problem:
The "Welcome" mail from 1.4 gets flagged as spam and moved to the local
Junk folder on migration to 1.5

Steps to reproduce the problem:
1. Install 1.4 (Ximian edition) and start evo.  Note the Welcome mail.
2. Upgrade to 1.5

Actual Results:
Welcome mail gets sent to Junk folder

Expected Results:
Welcome mail should perhaps remain in local mail

How often does this happen? 
Always

Additional Information:
I'm not sure we care so much, but it's worth asking whether we really want
to filter all local mail during the upgrade.  Is that really a good idea?
