Description of Problem:
Always alarm time error when create a new appointment with start and end time. 
By the way, the system time is correct.

Steps to reproduce the problem:
1.Create a new appointment from "New "->"Appointment" or from "calendar"
2.Enter some information in "Summary" and "Location" fileds.
3.Set legal values for the start time and end time. 

Actual Results:
  An alarm box is shown saying "Validation error: End time wrong"

Expected Results:


How often does this happen? 
  Always

This bug may be related with language environment.
When I used Chinese as my default system language, the bug is here.
While I ussed English as default, it disappeared.

There was a similar complaint on turkish that I can replicate in
1.4.6.  Is this still valid?
