Steps to reproduce the problem:
1. Enable caret mode in mail reader (F7).
2. Use arrow keys to move caret and use TAB to change focus (from one link
to      another), you'll find their behaviors are not consistent with each
other.

Expected Results:
   Behaves like mozilla does:
     When caret moves, focus follows it.
     When focus changes (with TAB), caret follows it.

Additional Information:
    This is depend on bug#244607 ,which enable cursor in mail reader.
