Some dialogs use groups/frames incorrectly, I think. There is no need for 
a group in these cases, a normal label would be fine. This occurs in the 
following dialogs:

1. Properties: Page dialog - To open, choose File > New > Mail Message, 
then choose Format > Page. The Template, Document Title, and Background 
Image groups could really just be normal UI labels, like this:
   Template:        [Normal  v]
   Document title:  [                ]
   Background image:[                ]  [Browse]

2. Insert: Link dialog - To open, choose File > New > Mail Message, then 
choose Insert > Link. The Link text and Click will follow this URL groups 
could really just be normal UI labels, like this:
   Link text: [                ]
   URL:       [                ] [Check URL]

3. Insert: Rule dialog - To open, choose File > New > Mail Message, then 
choose Insert > Rule. The Template group could really just be a normal UI 
label, like this:
   Template:  [Plain         v]

This bug blocks bug 246224.

Yes, when we go through the great frame removal of 2.0, we will be
sure to get those.

seems to be fixed in 2.2.2.
