Add Filter Rule dialog - To open, choose Tools > Filter, click Add. 

1. Would it be more logical to put the Add button and Execute actions drop-
down list below the table of criteria? Would this make more sense from a 
usability point of view?

This bug blocks bug 246224.

Updated version number. Was about to post the same bug. This dialogue is most illogical.

I'd also suggest that the combo box which reads 'Find items:' should be combined with the section header which reads 'Find items that meet the following criteria'.

Instead, you could have header which reads 'Select items which match:', followed by a combo box with the following options: 'all the following criteria', 'any of the following criteria'.

This moves those "Add" buttons below their scroll boxes, and also changes "Find items that meet the following conditions" to "Find items which match:" with combo box following the label with items: "all the following conditions", "any of the following conditions". It also fixes packing a bit, thus the dialog looks better, from my point of view.
