Description of Problem:

In Evolution 1.2, under Composer Settings, there
was a General option called "Shortcuts Type",
which I set to XEmacs so I could get stuff like
C-n C-p navigation.  In 1.3.92 this is gone from
the Composer Settings.  This is absolutely
critical to my future use of Evolution.

Steps to reproduce the problem:
1. Start Evolution 1.3.92
2. Open Composer Settings
3. Look at the General Settings
