Emacs Shortcuts Type doesn't behave like Emacs

Description of Problem: In "Evolution Settings" under "Composer Preferences" the Shortcuts Type setting doesn't seem to have any effect. For one, changing the Shortcuts Type to any of the options never activates the "Apply" and "OK" buttons necessary to submit the change. Also, even though the Shortcuts Type is set to Emacs in both Evolution as well as through the Gnome Control Center, the text editor commands don't behave like Emacs. For example, CTRL-A always selects all text instead of moving to the beginning of the line. Plus, previous versions of Evolution didn't have the Find Regular Expression (at least, not that I noticed). Having that function assigned to CTRL-E interferes with Emacs text editing shortcuts since CTRL-E should move the cursor to the end of the line. Steps to reproduce the problem: 1. Set Shortcut Type to "Emacs". 2. Start a new message and type some text into the message body. 3. Hit CTRL-A which should move the cursor to the beginning of the line and all of the text in the message will be highlighted instead. Actual Results: CTRL-A selects all text. CTRL-E brings up the Find Regular Expression search dialog. Expected Results: CTRL-A should move the cursor to the beginning of the line. CTRL-E should move the cursor to the end of the line. How often does this happen? Always. Additional Information:
This is still a problem on evolution 1.4.0 (with libgtk 2.2.1 and libpango 1.2.1).

why was this assigned to mailer? mailer doesn't do emacs keybindings.
Yes, this is a duplicate of #41187 -- it's hard to notice, though, since 41187 is filed under GtkHTML (as is proper) and most people would encounter this problem inside Evolution.
