Description of Problem:
Keyboard: Can't add a new category by keyboard.

Steps to reproduce the problem:
1. Start evolution.
2. New a contact.
3. Click Alt+t to open Edit Categories dialog.
4. Focus on Edit Master Category List button and click enter to open Edit
Global Category List dialog.
5. Try to add a new category.

Actual Results:
You can add a new category to the list, you can only modify the existed
categories.

Expected Results:
There should be one way to add new category in the list by keyboard.

How often does this happen? 
always.

this works fine for me.  true it requires a mouse gesture (clicking on
the table entry where it says "Click here to add"), but full
hig/accessibility compliance was never a stated 1.4 goal.  removing
1.4 milestone.

Using Ctrl+Tab to navigate between the list and the "click to add" area.
