Description of Problem:
Keyboard: toolbar is moved by keyboard.

Steps to reproduce the problem:
1. Start evolution.
2. In the main window, click Shift+Tab again and agin until the focus is in
the front of the toolbar, right of the New button.
3. Click enter.

Actual Results:
Toolbar is moved to the body of the message.

Expected Results:
The focus should in the New button instead of the small column.

How often does this happen? 
always

I don't understand what this bug is about, but the screenshot is most
definetely *not* mailer

I don't see this like a bug (the toolbar can be placed anywhere or
repositioned). Only problem I see is that the event is started with
keyboard and seems to be completed only by mouse action.
Setting priority to "Normal" but I'd agree to set it to minor or even
cosmetic (maybe it needs to be documented somehow).

AFAIK these are just the standard GNOME keyboard accessibility
bindings in action.
