Description of Problem:

If you have only few people with GPG, it would be nice to have an option
like "this user likes to have HTML mail" for GPG, too. let's say

"send email to this user signed/encrypted".

The thing is users can not remember, who has GPG and who has not. So this
small option would support the progress in encryption of mail.

Still think that this would be practical. Because you do not have to
choose between "allways" and "never" enrcypt/sign. I think very little
has to be changed but it would make a lot difference in every day
usage of encryption.
