Description:
evo doesn't allow non qualified recipients in To: so it doesn't let me
send mail to local users.
this is wrong :)



Setting qa contact to the default for this product.
   This bug either had no qa contact or an invalid one.

Works in 1.1.0.99 and wont be backported.
