Hey Dudes. 

Right now when you go to the Edit-> Properties, you get a window with three
tabs and some composerish settings in it. Back in the olden days, this was
fine.

But now, we have an integrated settings dialog! It has composer settings
beyond just these, including, for example, the signature stuff. Ergo, we
should be able to launch this settings dialog from the composer.

In all the other evo components, this dialog is launched from
Tools->Preferences... . There is no reason for the composer to be
different. Of course this is slightly problematic because if that is the
only thing in the Tools menu, the menu will look dumb. Hence, why don't you
change the Security menu to be a Tools menu, and add Preferences too? I
asked Ettore about this and he seemed to think it made sense. Let me know
if it works for you.

OK, I removed this menu item from editor control. Calling evolution
properties from composer is real pain, so we don't have properties
menu item now in composer.
