Can't create recurrences that don't fall on the same date every year

Description of Problem: In Evolution you're unable to create a recurrence that doesn't fall on the same date every year. For example, if a recurrence falls on the 3rd Monday of every January, there doesn't appear a way in Evo to set this up. See http://support.ximian.com/show?020610-000010 for a customer example.
