There is no way to set a task's Status to NEEDS-ACTION in the editor,
and if you try to view a task which is set to NEEDS-ACTION (because you
imported it, received it via iMIP, or set it to that in Outlook), it
shows up as "Not Started".

Hm. OK, actually this is a cal-backend-exchange problem. It's
translating the Exchange "Waiting on someone else" status to
NEEDS-ACTION, but everything else considers NEEDS-ACTION to mean
"Not Started"
