components need a (per folder) way of changing the sensitivity of the items
in the New dropdown.  for instance, Contact and Contact List should be
greyed out on read-only addressbooks.  Not sure what this means for the
default action (obviously it shouldn't pop up the contact editor)... but we
can't grey out the entire button.

On a related note, the "New" button should not be insensitive
in the summary window just because you can't create any new items
there.

(The second part of the bug has been fixed for a while on HEAD.)
