Description of Problem:

There should be an option to allow the user to decide, if he/she wants the
PGP/GPG encrypted text and/or signature as inlined text instead of
attachment. The attachment way is working between Evolution and Evolution,
but it make unnecessary useability problems if the encrypted eMail is
recieved by an Outlook client. It is necessary to exchange eMails with
Outlook clients on the other side and there the inline method is used. 

Steps to reproduce the problem:
1. Compose a new message
2. Encrypt and sign the message
3. Try to open the message within Outlook
4. Because the encrypted text is not inlined, Outlook can't detect the
   message as encrypted

Actual Results:
Interoperability to Outlook is broken or at least unnecessary difficult

Expected Results:
The choice, if a encrypted text is send as attachment or as inline
