Evolution does not have many useful options. Mail priority is already
reported but "Return receipt" is not. I think would be handy.

What is the original bug that this duplicates?

If I search for 'return receipt' this is the only bug that is returned.

Is there somewhere else to find more information about what needs to
be done to implement this feature?

I've read a few comments in the mailing-list, but nothing that gives
any sort of a time-line to implementation.
