Description of Problem:

Simply put, Evolution lacks a collapse/expand all threads feature with.
This feature should have a hot-key (maybe shift + left/right arrow key?).

One could also consider a couple of toolbar buttons.

Lack of a collapse/expand all option (or default) is especially
frustrating when browsing high traffic mailing lists.  For this
feature, Mozilla Thunderbird has it exactly right.

ctrl-t collapses/expands all threads within a given folder in 2.0.x
Is this enough? Am I missing something?

Not really. CTRL-T enables and disables the threaded view which is not
quite the same as expanding and colasing all threads.

Fixed to head. It provides expand/collapse all feature in thread view.
