We want to have a multipurpose "New" drop-down button on the toolbar, that
can be used to create new items, like the File -> New menu.

When you click on the button it should default to the type of item common
for the current component; when you click on the down arrow, it should give
you a list of all the item types.

Pretty much done on CVS, but it needs pretty icons and it's currently
disabled.  Updating the hour count to reflect this.
